	When I read this article&nbsp;I was reminded of how good the Neighborhood Association in the Cathedral Area is. I had a house listed for sale there and was introduced to&nbsp;their Neighborhood Watch&nbsp;and Association. It is meeting on a regular basis&nbsp;and they know&nbsp;who a&nbsp;lot of their neighbors are and have ways to work together.&nbsp;</p>
<p>
	I think&nbsp;The Cathedral Area is one of the examples&nbsp;we have in the city of people&nbsp;helping watch our for their&nbsp;neighbors and&nbsp;trying to improve their&nbsp;neighborhood. The meet on a regular basis, they have contact information for most&nbsp;of their neighbors and they do watch&nbsp;what is going on. They have seen a decrease n crime in their area and are enjoying their neighbors&nbsp;more than they&nbsp;did before.&nbsp;I know as a Real Estate Agent here&nbsp;in Sioux Falls&nbsp;their association was very&nbsp;impressive to me.&nbsp;Here is a link to the article:&nbsp;<a href="http://bizy.be/K8TFR">http://bizy.be/K8TFR</a></p>

	Yes we have lot&#39;s of reasons locally to believe&nbsp;that our&nbsp;market should be one of the first in the country to start&nbsp;turning around.&nbsp;Look at all the&nbsp;places that are announcing that&nbsp;we are hiring here.&nbsp;We should be&nbsp;creating a&nbsp;few thousand new jobs&nbsp;and we already have the lowest unemployment in the country&nbsp;so you figure it out. More people are going to have to come to fill&nbsp;those jobs. Along with&nbsp;that&nbsp;rentals are close to full &amp; getting more expensive. Betty&#39;s sons&nbsp;own a rental that previously&nbsp;they were getting only $900 in rent. It was rented in a&nbsp;few days at now&nbsp;$975. What does that tell you. Rental housing is getting to be shorter supply. What&nbsp;happens next&nbsp;is people&nbsp;will start thinking about <u><strong>owning</strong></u> versus&nbsp;renting.</p>

								<p>
									As the number of family members providing care for aging parents increases, the solutions to find help with loss of income because of time off from employment for caregiving has become a major concern for many.</p>
								<p>
									The demands on both the time and energy needed to provide the needed care can make it impossible to maintain both a full time job with full time caregiving.</p>
								<p>
									Seeing a need to give support to family caregivers the federal government Administration on Aging created the <a href="http://www.aoa.gov/aoaroot/aoa_programs/hcltc/caregiver/index.aspx">National Family Caregiver Support Program</a>.</p>
								<p>
									State Area on Aging division manages this program on the state and community level to offer support services that include:</p>
								<ul>
									<li>
										Information to caregivers about available services;</li>
									<li>
										Assistance to caregivers in gaining access to supportive services;</li>
									<li>
										Individual counseling, organization of support groups, and caregiver training to assist caregivers in making decisions and solving problems relating to their roles;</li>
									<li>
										Respite care to enable caregivers to be temporarily relieved from their care giving responsibilities; and</li>
									<li>
										Supplemental services, on a limited basis, to complement the care provided by caregivers.</li>
								</ul>
								<br />
								<h3>
									Medicaid Cash &amp; Counseling Program</h3>
								<p>
									A Medicaid approved assistance program called Cash &amp; Counseling may be used to provide funds to hire personal care aides as well as purchase items or services, including home modifications that help them live independently.</p>
								<p>
									The <a href="http://www.payingforseniorcare.com/">PayingForSeniorCare.com</a> website gives the following information about the program:</p>
								<p>
									&quot;For Medicaid eligible seniors, the process begins with an assessment in the home to determine the senior&#39;s home care needs; this includes interviews with caregivers and possibly the senior&#39;s physicians. A determination of how many monthly care hours are required is made. The benefit amount is calculated using that determination and cost of care for that geographic area. This amount can be increased or decreased as the senior&#39;s needs change. A family care giver may need to qualify as a home health aid by the state to receive these funds.&quot;</p>
								<p>
									This program is executed by each individual state Area on Aging Services division. It is a relatively new program and is not yet available in all States. Check with your state Area on Aging Services department for availability.</p>
								<h3>
									Using the Veterans Aid and Attendance Pension Benefit</h3>
								<p>
									A totally overlooked source of money to pay family caregivers to provide care at home is the Aid and Attendance Pension Benefit. This money is available to veterans who served during a period of war. Pension money is also available to the widows of these veterans. This benefit, under the right circumstances, can provide up to $1,949 a month in additional income to pay family members to provide care at home.</p>
								<p>
									Getting the aid and attendance benefit to pay for family caregivers is not an easy task. This is because there must be a caregiver contract in place, a physician medical evaluation done, income and asset qualifications met and proof of medical expenses provided. Submitting the correct forms and documentation can easily be completed with the help of a <a href="http://www.longtermcarelink.net/ref_veterans_consultants.htm">VA Accredited Consultant</a> who understands the process.</p>
								<h3>
									Long Term Care Insurance Benefit</h3>
								<p>
									If the senior being cared for has a long term care insurance policy that covers home care, payment to the care giver from this source could be arranged. Some policies require the care provider to be through a licensed home car agency, but others will pay for individual aides certified as such. This would require some training by the family member to become certified. There are policies that pay a daily benefit amount to the insured to use as they want to pay for their care. Check with a <a href="http://www.longtermcarelink.net/a7insurancequotes.htm">long term care insurance professional</a> about types of policies.</p>
								<h3>
									Caregiver Contract</h3>
								<p>
									In some cases the senior parent has the funds to pay for care. If a family member is giving care it is very important that a caregiver contract be in place. A signed and dated agreement will outline the services provided as well as the amount of pay for these services. The contract will eliminate questions about what is expected from both parent and caregiver as well as providing a legitimate contract and payment record of services to qualify for Medicaid.</p>
								<p>
									Attorney John L Roberts, in his article titled &quot;Caregiver Contracts that Protect Elders and Their Family Members&quot; states:</p>
								<p>
									&quot;A written Caregiver Contract is a good idea for every family that wants to protect family harmony, and make sure everyone in the family understands how care is being provided to an elder.</p>
								<p>
									The family member who provides care can save an elder from needing nursing home services, and may also protect assets if nursing home care is needed in the future. Elders who want to cover all of these bases must have a written Caregiver Contract. Whenever adult children and other family members are providing valuable care, only a written agreement will protect assets from nursing home care costs and qualify the elder for Medicaid.&quot;</p>
								<p>
									In having the parent pay a family member for caregiving, it will be an employer/employee situation and payroll records must be kept with payroll taxes paid.</p>
								<p>
									This can also be set up by an elder law attorney at the time the contract is done.</p>
								<p>
									<strong>Final Note</strong></p>
								<p>
									Taking the time to create the caregiver contract, research the government and state services that are available to caregivers and using community resources will make the family caregiving experience less stressful.</p>

<p>We're in a buyer's market, yet Americans who recently purchased a home are even less satisfied with their real-estate companies than last year.</p>
<p>That's according to an annual survey by J.D. Power and Associates, which reported that a big reason for the decrease was buyers' drop in satisfaction with their real-estate agents.</p>
<p>To be fair, while it's a buyer's market in terms of housing prices, inventory and mortgage rates, there remain steep barriers to buying a house, including higher down-payment requirements for the best mortgage rates and tighter loan standards overall, said Jim Howland, senior director of the real-estate and construction practice at J.D. Power and Associates. And agents who don't effectively manage their client's expectations may not get the best grades.</p>
<p>On the flip side, sellers were more satisfied with their real-estate companies when those firms helped them sell their homes. In this market, there's a good chance these sellers started with low expectations, and were happy that a company succeeded in helping them sell their place.</p>
<p>The J.D. Power survey involved more than 3,680 respondents who bought or sold a home between March 2010 and April 2011.</p>
<p>Regardless of market circumstances, it's always worth the time to do some research before choosing an agent. Your chances of being satisfied increase when you find a professional who suits your needs.</p>

<p>Tap Your Network For Help <br />For many, selecting a real-estate agent begins with collecting recommendations from people they trust. According to research from the National Association of Realtors, 48% of buyers pick an agent through referrals while 41% of sellers use referrals, and 23% use agents they've dealt with in the past.</p>
<p>But while people may start with a referral, they're also doing some of their own research, too, Howland said.</p>
<p>"Recommendations and referrals are still a key driver, and that shows up in the research. But there is evidence that a high proportion of people go online to research the agent up front," he said.</p>
<p>Recently, real-estate website Trulia.com said it began assisting consumers in the referral process through a new social search function that works with Facebook and allows people to get agent recommendations from their contacts.</p>
<p>"As an agent, it's a part of their natural transactional life cycle, 'write me a review, refer me,'" said Matt Holder, product manager for social search at Trulia. "People are doing that offline," but the new application allows clients to provide that feedback online so their contacts can see it.</p>
<p>Of course, word of mouth isn't the only way to find an agent. Real-estate agents spend plenty of time marketing themselves to the public. Attending open houses is another way to meet agents with whom you may want to work.</p>
<p>Research The Agent Before You Commit</p>
<p>But even for those agents who come highly recommended, do a little more investigating as well, and watch for red flags in your first interactions with the agent and company.</p>
<p>"A simple task is calling and seeing how fast they can respond to you," Howland said. Top agents will get back to clients within 30 minutes of receiving the call, he said.</p>
<p>"Responsiveness returning phone calls is huge," Howland said. "If you have trouble just connecting, look out. That's not going to be a good sign."</p>
<p>A good agent will often get back to you even sooner than 30 minutes, Holder said, adding that agents should respond in less than five minutes as often as possible.</p>
<p>Once you get an agent's ear, start asking questions. There's a helpful checklist of questions on Freddie Mac's (FMCC) website, ranging from how long the person has been in the business to how familiar the agent is with the neighborhood you'd like to live in.</p>
<p>If you're a seller, ask how many homes he or she has sold in the past year and ask the average price of those homes. If you're a buyer, ask how many buyers the agent is working with. Make sure you understand how long the agent's contract with you will be valid.</p>
<p>You might also inquire if the agent has expertise in a particular type of property, such as foreclosures. If the agent is a member of the National Association of Realtors, he or she may have certifications in a specific area.</p>
<p>Many agents, but not all, become members of NAR, making them a "Realtor." There are about 2.9 million licensed real-estate professionals in the country, and 1.85 million are active, according to NAR, citing figures from the Association of Real Estate License Law Officials. In June, NAR membership was 1.02 million.</p>
<p>NAR members must adhere to a code of ethics, and the organization also has a powerful lobbying voice, advocating for those in the industry.</p>
<p>The number of agents nationwide has dropped considerably in the housing-market downturn. In 2006, NAR had about 1.36 million members.</p>
<p>The shrinking pool of agents may be to the consumer's advantage: "The ones that are still out and active tend to be the better ones," Howland said.</p>
<p>&nbsp; Assess The Office Staff <br />While your interactions often will be with the real-estate agent, it's also a good idea to check out the agent's office support.</p>
<p>Considering the documents that move around at the end of the transaction, including faxes to the office, "it's not just the agent that you're working with," Howland said. Good communication with the brokerage's office staff is critical in making sure a deal runs smoothly.</p>
<p>"The office as well is an area where some of the [companies] have scaled back," in efforts to cut resources during the tough economy, he added.</p>
<p>Overall, the J.D. Power survey found both buyer and sellers were most satisfied with the Re/Max brand. Coldwell Banker and Better Homes &amp; Gardens also ranked high on the home-buyer side, while Prudential and Century 21 performed well among sellers.</p>
